Dear International Students’ Training Units,
Dear All CSC Scholarship Holders,
In accordance with the relevant requirements specified in the Notice on the 2026 Annual Review of Chinese Government Scholarship (【2026】No. 4) issued by the China Scholarship Council (CSC), we are now starting the annual review work for the Chinese Government Scholarship students (hereinafter referred to as “CSC Scholarship Students”) registered at USTC. The annual review of CSC scholarship is an important measure to evaluate the overall performance of CSC Scholarship Students, urge them to successfully complete their studies as scheduled, and ensure the effective use of the scholarship. Through a comprehensive evaluation of CSC Scholarship Students’ performance in various aspects over the past year, it will be determined whether they are eligible to continue enjoying or resume enjoying the Chinese Government Scholarship. The specific implementation measures are as follows.
Ⅰ.Who Shall Undergo the Annual Review?
1. CSC Scholarship Students who intend to continue enjoying scholarship in the Fall Semester of 2026;
2. CSC Scholarship Students who cannot graduate on schedule by July 2026 but meet the requirements for scholarship extension;
3. CSC Scholarship Students whose scholarship eligibility were suspended due to failure in 2025 annual review.
Ⅱ.Contents of the Annual Review
CSC Scholarship Students will be given quantitative scores and qualitative evaluations based on their performance in the following four aspects over the past review year:
1. Moral Conduct:Including observing university regulations and disciplines, daily behaviors, and records of rewards and penalties;
2. Academic Performance: Including course score of the Spring Semester and Fall Semester of 2025, as well as learning progress and scientific research achievements from the Spring Semester of 2025 up to present.
3. Learning/Research Attitude: Including attendance in scientific research activities;
4. Activity Performance: Including participation in academic exchanges, cultural and sports, and social activities inside and outside the university.
Ⅲ.Regulations on Review Results
If any of the following circumstances occurs during the review year, the student's eligibility to enjoy the Chinese Government Scholarship shall be suspended for one year:
1. Having a long-term negative learning/research attitude; being seriously absent from group meetings, or having lab attendance rate lower than 60%;
2. Failing to obtain the required credits for two consecutive years; having no foreseeable and substantial progress in research; or refusing to complete the research tasks on schedule as required by the supervisor;
3. Failing the Monthly Assessment for a total of three times;
4. Having violated the university’s relevant regulations and disciplines and therefore been given a punishment of Demerit Recording or Disciplinary Probation;
5. Having barely passed the 2025 annual review and showing no improvement in performance during the current review year.
For students whose scholarships eligibility is suspended, the scholarship will be suspended starting from the beginning of the next academic year. However, they may apply to continue their studies at the university as self-financed students or apply for partial fee exemption in accordance with the university's regulations. Before the suspension period expires, the students may apply to participate in the annual review of that year; if they pass the review and obtain approval from the CSC, their scholarship eligibility may be restored starting from the next academic year.
If any of the following circumstances occurs during the review year, the student's eligibility to enjoy the Chinese Government Scholarship shall be terminated:
1. Violating Chinese laws and been punished accordingly;
2. Being ordered to withdraw or expelled from USTC;
3. Failing the Monthly Assessment for a total of four times;
4. Failing the Annual Review for a total of two times;
5. Failing to participate in the annual review without justifiable reasons.
For students whose scholarship eligibility is terminated, the scholarship will be suspended starting from the date of announcement, and their eligibility to enjoy the Chinese Government Scholarship shall not be restored.
Ⅳ.Procedures of the Annual Review
1. CSC Scholarship Students shall log in to the CSC official website (https://studyinchina.csc.edu.cn/#/login) and the USTC International Student Online Service System ( https://ustc.17gz.org/) to complete and submit their Self-Assessment before 8:00 AM on April 23, 2026.
Please note that failure to submit the Self-Assessment in both systems within the specified time will be deemed as “failing to participate in the annual review without justifiable reasons”.
2. After CSC Scholarship Students submit their Self-Assessment, the system will send the “scoring link”. Supervisor shall conduct quantitative scoring and qualitative evaluation based on the student’s performance in four aspects: academic morality, scientific research achievements, learning/research attitude, and participation in academic activity. The International College shall score the student’s performance in other aspects, including but not limited to compliance with university’s disciplines and regulations, participation in various activities, and records of rewards and penalties.
3. Based on the students’ Self-Assessment, as well as the scores and evaluations provided by the supervisors and the International College, USTC will put forward evaluation opinions of "Qualified" or "Unqualified", along with the suggestions on whether to continue issuing, suspend, or terminate the scholarship, and submit the university's review results to the CSC.
Ⅴ.Announcement of the Review Result
The final review results by the China Scholarship Council are expected to be announced in late August 2026. Please pay attention to the relevant notifications on the official website of International College (http://ic.ustc.edu.cn/).
